Ruled by tyrannical councils of humans and dragons. Through alliance, wealth, and conquest, it controls more land, people, and warships than any other faction. Deeply economically and socially stratified; nobility and merchant-princes hold all the power while a largely-impoverished underclass scrabbles under their whips.
